JOB SPECIFICATIONS FOR ACCOUNTANT AND PROJECT/M&E OFFICER

1. Job Title: ACCOUNTANT (1 Vacancy)

Reports To: General Secretary

Responsible for: Accounts Assistant

Role: Establish a functional and credible financial management system that will ensure appropriate financial control over program activities; Provide expert advice on financial matters relating to project accounting analysis and financial reporting; compile budget estimates; verifying and preparing payments including salaries; controlling financial records; reconciling, posting and maintaining books of Account.
Main Duties:

• Establish a functional and credible financial management system of the Association;

• Develop financial procedures for reviewing, recording, monitoring and reporting on project amounts disbursed and incurred by the Association and collaborating partners, if any, and incorporate them in the Finance manual;

• Maintain a cash book for all cash and bank balances held and prepare bank reconciliations for review by the General Secretary on monthly basis;

• Prepare annual activity based budgets, monthly and quarterly management and donor financial reports, and budget variance analyses for review by the Executive Committee;

• Using accounting software, track budget and actual expenditure and generate financial reports monthly and quarterly, on the basis of a suitable chart of accounts;

• Establish controls over cash e.g. petty cash counts, authorization over disbursement of cash;

• Develop accounting and physical controls to safeguard the Association’s fixed assets management policies and establishment of physical asset and inventory verification accounts;

• Develop modalities of managing and allocating common administrative costs to specific program activities;

• Perform any other duties as may be assigned from time to time.
Person Specifications:

a) Minimum Qualifications, Competencies and Experience:

• Honours Bachelors Degree in Accounting, Finance, Commerce or Business Administration (Accounting option);

• Membership to Professional bodies e.g. ICPAU, ACCA, CPA or similar recognized professional body;

• A Master’s degree in the relevant field from a recognized university;

• Previous work with anti-corruption programmes will be an added advantage;

• Applicants should have at least eight (8) years’ relevant working experience with a reputable organization.

b) Key Competencies

• Must have high degree of integrity;

• Must be computer literate with knowledge in computerized accounting packages;

• Knowledge in donor reporting;

• Knowledge in budgeting principles and procedures;

• Ability to analyze accounting processes and identify practices and procedures that require correction or modification;

• Ability to formulate and implement recommendations for improvements of accounting systems.

c) Age Limit: 30 - 45 years of age.

d) Remuneration and Benefits:

This position is placed in the EAAACA Salary Scale EAAACA – 2.

e) Employment Terms

Three year contract, subject to regular performance appraisals.

2. Job Title: Project Officer (1 Vacancy)

Reports to: General Secretary.

Role: To coordinate the adoption of a Results-Based Management (RBM) approach to program management.

Main Duties:

The incumbent will be responsible for performing the following duties:

• Formulate program goals, outputs and indicators for EAAACA’s strategic activities and development of mechanisms for engaging stakeholders;

• Develop comprehensive project management tools and checklists for monitoring implementation and reporting of organizational activities such as program activity work plans/project implementation plans (PIPS), activity based budgets; program procurement plans, and monitoring plans (including site visits and joint mission reviews based on approved costed M&E plans);

• Conduct assessment of organizational and financial capacities of partner organizations, where applicable, based on a formal review of each organization’s
history, institutional, administrative, programmatic and financial management capacity;

• Lead interactions and ownership with management and stakeholders through regular management meetings to review and monitor activities;

• Take responsibility for performance reporting (technical, financial, sustainability and compliance) to the AGM, member authorities, donors and stakeholders, as well as periodic monitoring and evaluation and learning evaluations on program effectiveness;

• In consultation with the General Secretary, develop policies and procedures in respect of program risk assessment and mitigation strategies and plans as well as anti-corruption policies and related procedures such as whistleblower policy, hotlines or dedicated email addresses for the AGM’s approval;

• Initiate development of policies and procedures on public awareness and advocacy; gender and diversity; and anti-terrorism protocols for AGM’s approval;

• In consultation with the General Secretary safe guard and restrict access to sensitive information to relevant persons and develop a formal code of conduct which should be signed by employees with access to sensitive client information;

• Perform any other duties that may be assigned from time to time.
Person Specifications:

• Honours Bachelors Degree of Business Administration, Development Studies, Law or Social Sciences with Economics as a subject;

• A Post Graduate Diploma in Monitoring and Evaluation or in Project Planning and Management, from a recognized Institution;

• A Master’s degree in the relevant field from a recognized institution;

• Previous work with anti-corruption programmes will be an added advantage;

• Applicants should have at least eight (8) years’ relevant working experience with a reputable organization.

b) Key Competencies

• Must have high degree of integrity;
• Must be Computer Literate;
• Competencies in setting up M&E systems;
• Report writing, communication and people networking skills;

c) Age Limit: 30 - 45 years of age.

d) Remuneration:

This position is placed in the EAAACA`s Salary Scale EAAACA-2.

f) Employment Terms
Three year contract, subject to regular performance appraisals.
