Senegal Anti Corruption Agency learnt from Rwanda online declaration of assets system

26th May 2016. The Office of the Ombudsman hosted a delegation of National Bureau against fraud and corruption of Senegal (OFNAC). The 3 members delegation which was lead by Ambassador Ndiaye Ibou Yagou arrived in Kigali on 22nd May 2016 and departed on 25th May 2016. The 3 day visit aimed at learning from Rwanda’s experience on the declaration of assets and its online system.

On Monday 23rd May 2016, Mr Mbarubukeye Xavier, Permanent Secretary of the Office of the Ombudsman welcomed members of delegation at the Office of the Ombudsman and he explained the functioning of the Office and Rwandan strategies against corruption. He also added that fighting corruption in Rwanda has been possible because of the political will on the top.

On 24th May 2016,Mrs Mwiseneza Jeanne D’Arc, the Director of Declaration of Assets Unit and her team gave a detailed presentation on the online declaration system and how they conduct verification of the accuracy of the declared assets. Mrs Mwiseneza Jeanne D’Arc said that so far 10,000 persons declare their assets annualy to the Office of the Ombudsman and the number still increasing.

In his remarks, the Ambassador Ndiaye Ibou Yagou said that Rwanda is very far in terms of fighting corruption especially as far as collaboration with other institutions in the fight against corruption are concerned "As a new institution, lessons learnt in Rwanda are enough for us , we don’t need to visit another country , we just need to apply what we learnt in Rwanda" he added.

The same delegation visited Rwanda National Police as a main partner of the Office of the Ombudsman in the fight against corruption and they learnt on how Rwanda National Police fight corruption among the Rwanda National Police Officers and in the country in general.

National Bureau against fraud and corruption of Senegal was created by the law n° 2012-30 of 28th December 2012 . It has released its first annual report on 24th May 2016 .
