The staff of the Office of the Ombudsman were trained on service delivery

From 15th to 16th May 2013, the staff of the Office of the Ombudsman attended a two-day training on service delivery, assets recovery and forensic auditing Procurement”.

In the closing ceremony of the training, Deputy Ombudsman in charge of preventing and fighting corruption and other related offences Mr. Musangabatware Clément called upon the staff of the Office of the Ombudsman to have the team spirit and to be innovative in their daily work. He added that theconcluded training will help them achieving efficiently their work.

The training on service delivery was delivered by Mr Elia Ngoga from RIAM. The main points discussed were key concepts of service delivery; essential elements of service delivery, service delivery innovation; process analysis and optimization; theories in process optimization.

The main issues discussed on assets recovery were general process for assets recovery, securing evidences and tracing assets, securing the assets; managing assets subject to confiscation, types of confiscation, international cooperation in assets recovery, mutual legal assistance and some barriers of assets recovery.
Assets recovery is an issue which was recently addressed in Rwanda with the draft law on assets recovery. Assets recovery process entails various challenges that include the search and security of evidences, securing and managing confiscated assets. To come up with these challenges requires collaboration and cooperation between different institutions at national, regional and international level.

On Forensic Auditing in Procurement, the staff of the Office of the Ombudsman were trained on general aspects of public procurement, requirements for forensic auditors, indicators of fraud in the tender process, investigative tools and techniques used in forensic auditing. The lack of modern tools for laboratory analysis of physical and electronic evidence as well as electronic surveillance was identified as a hindrance in forensic auditing.
