The Senate has approved Mrs Yankulije Odette and Mr Musangabatware Clément as Deputies Ombudsman

28/04/2017: As stipulated by the law No 76/2013 of 11/9/2013 determining the mission, powers, organization and functioning of the Office of the Ombudsman, the Ombudsman Council is composed of the Ombudsman and two Deputies Ombudsman. For each position of the members of the Ombudsman Council, the Government submit to the Senate the names of the candidate agreed upon by Cabinet for approval. Approved candidates are appointed by a Presidential Order.

It is in that regard that the Cabinet meeting of 05/04/2017 has proposed two Deputies Ombudsman for the Senate approval. Mrs Yankulije Odette was proposed as Deputy Ombudsman replacing Hon Kanzayire Bernadette who served in the position for 7 years. The same cabinet meeting proposed Mr Musangabatware Clement for his second term as Deputy Ombudsman. On 26th April 2017, the Senate approved both candidates as Deputy Ombudsman.The Office of the Ombudsman has a Deputy Ombudsman in charge of preventing fighting injustice and Deputy Ombudsman in charge of preventing Corruption and other related offences.


Deputy Ombudsman Musangabatware Clément

As stipulated by the law, before taking up their office, the Deputy Ombudsman will take the oath of office provided for in Article 61 of the Constitution of the Republic of Rwanda of 04 June 2003 as amended to date, before the President of the Republic, in the presence of the Parliament and the Supreme Court.

Mrs Yankulije Odette was a Principal State Attorney , Head of Access to Justice Services Department since 2006.

The Ombudsman serves a five (5) year term, while for Deputy Ombudsmen it is a four (4) year term. The term of the Ombudsman and that of Deputy Ombudsmen may be renewable only once through the procedure that was applied in the first term.
