The delegation made by Dahir Mohamed Ismail, TENDAI Chabvuta na Abdirahman Ali Gureye, arrived in Rwanda on 24th July 2017 for a five-day study visit to Rwanda but especially to the Office of the Ombudsman.

‘’ We have chosen Rwanda because it is role model to many of African countries and we think that we can learn more from Rwanda’, said ABDIRAHMAN Ali Gureye, the Director General of Puntland Good Governance and Anti-Corruption Bureau in the Puntland state of Somalia. ‘’and as people of Somalia we want to contend with some strategies that Rwanda has used but specifically those used by the Office of The Ombudsman and other institutions that has the fight of Corruption in their attributions,’’ he Opined

During the dialogue with the Ombudsman, they tackled on the laws and regulations of the office of the Ombudsman, its powers and compatibility with other institutions and civil society as well. They also shared some experiences and strategies in Rwanda that can absolutely be doable in the friend’s country.

Furthermore, the Ombudsman connected the team with other public institutions along with the civil society institution that has the mandate of fighting against Corruption. ‘’ yet, the Office of the Ombudsman is leading this fight against Corruption, but there are also other institutions that we work hand in hand which you definitely have to visit and see how they work in line with us’’ said the Ombudsman

Once in London, ABDRAHMAN Ali Gureye, the The director of PGGACB stressed that some time ago ,he assisted to the Speech of his Excellency the president of Rwanda, Paul KAGAME and he said to himself that he would come to Rwanda, just because Rwanda is a model in the fight against Corruption and good governance promotion.

Other visited institutions

Through the Office of the Ombudsman, the delegate from Somalia visited various institutions that work in line with the Office the fight against Corruption and good governance promotion.

They visited the Transparency International Rwanda chapter and met the Team led by Mr MUPIGANYI Appolinaire. During the discussion Appolinaire explained the team how TI-Rwanda operates throughout the country, Corruption related data collection and analysis and reviewed also on how TI-Rwanda works in hand with the public institutions such as the office of the Ombudsman without collision. Beyond this, the team also got information on Database set up system.

They also visited the Rwanda National Police as one of the stakeholders of the Office of the ombudsman. They were presented the document that elucidates some strategies and efforts made by this security organ.

About the cyber-crime that may occur during the implementation of some strategies as asked one of the team member, the Assistant Commissioner of Police, TWAHIRWA Celestin replied that they have set Anti Cyber-crime unit and have the local Database that is hard for this kind of crime.

A one-hour presentation and idea exchanges, was so fruitful to the team from Somalia as explained TENDAI Chabvuta, the UNDP-Somalia Delegate with the team from PGGACB. ‘’This is amazing to see haw the police work here in Rwanda by involving in the fight against corruption, it shows the professionalism,’’ he added.

Mr SEMINEGA Augustus, The Director general of Rwanda Public Procurement Authority also received the Somali delegates as one of the institution with the mandate of overseeing the implementation of the existing public procurement laws as well as public procurement policies issued by the Cabinet. He told them on how they engage in the fight against corruption within the procurement chain.

As the judicial organ also, the Rwanda Public Prosecution Authority, received the Somali delegation in order to review some laws and regulations operating in this institution that help in the fight against corruption.

They skimmed in the financial recovery document and viewed also some strategies. Mr NTETE Marius conversed on how the NPPA, is putting more efforts in the fight against Corruption.

The good governance is also a key word that was on agenda of the PGGACB. That is why the Rwanda Governance Board was also visited as the leading and overseeing institution in Good Governance in Rwanda.

Their discussion tackled mainly the Rwanda Governance Scorecard (RGS),This Rwandan publication that inspired the team was shown to be the comprehensive Governance assessment.

The team also visited The Kigali Genocide Memorial which is the final resting place for more than 250,000 victims of the Genocide against the Tutsi in Rwanda. It honors the memory of the more than one million Rwandans killed in 1994 through education and peace-building.

Dahir MOHAMED Ismail, The Advisor of the Puntland Good Governance and Anti-corruption Bureau, said that Rwanda has come from far and it is a miracle to see its present picture. I thank his excellency The president of Rwanda Paul KAGAME for letting this happen, he added.

TENDAI Chabvuta, Monitoring and Evaluation Officer in Capacity Development Program in UNDP Somalia assured that Rwanda is the first in their south to south cooperation that will help Somalia in the move that has started. They exactly need strong institutions that this very Rwanda has.’’ He opined.

During the welfare dinner at Lemigo Hotel, the Ombudsman thanked the Somali delegation for having chosen Rwanda. We are looking forward to working with you by giving you what we that may help in Somalia’s context. Rwanda is always open, ’she added.
